Followup on "Found Money"
I called NYSEG this morning to review the status of my bill, the credit, budget billing, etc. The representative I talked to assured me that as long as my bill says I don't have to pay anything, I don't have to pay anything and it won't upset the budget billing agreement or anything.

The budget billing agreement will re-adjust to a new value for the October bill, but even then it doesn't mean I'll have to pay anything for a while.

As such, I've discontinued my auto-payments so as to draw down the balance. When I get a bill telling me I have to pay something, I'll restart it.
